Operational issues

Renewal of supplementary longer-term refinancing operations

On 8 November 2007 the Governing Council decided to renew the two supplementary longer-term refinancing operations (LTROs) that were allotted in August and September 2007 and which will mature on 23 November 2007 and 12 December 2007 respectively. This decision was announced in a press release issued on the same day.

ECB Regulation on minimum reserves

On 9 November 2007 the Governing Council adopted a Regulation concerning transitional provisions for the application of minimum reserves by the European Central Bank following the introduction of the euro in Cyprus and Malta (ECB/2007/11). The Regulation was published in the Official Journal of the EU on 17 November 2007 and is also available on the ECB’s website.

Brochure on the Correspondent Central Banking Model (CCBM)

On 15 November 2007 the Governing Council authorised the publication of an updated brochure entitled “CCBM procedures for Eurosystem counterparties” on the ECB’s website in December 2007.

Financial stability and supervision

EU Banking Sector Stability

On 8 November 2007 the Governing Council authorised the publication of a report on “EU Banking Sector Stability”, which examines the financial condition of the EU banking system and the risks to its stability, drawing on a wide range of macro-prudential and market indicators. The report was published on the ECB’s website on 14 November 2007.

Financial Stability Review – December 2007

On 22 November 2007 the Governing Council authorised the publication of the “Financial Stability Review – December 2007”. The review provides a comprehensive assessment of the capacity of the euro area financial system to absorb adverse disturbances and examines the main sources of risks and vulnerability to financial system stability. The review will be published on the ECB’s website on 10 December 2007.

ECB Opinion on the reform of financial supervision in Austria

On 5 November 2007, at the request of the Austrian Ministry of Finance, the Governing Council adopted an Opinion on the reform of financial supervision (CON/2007/33). The Opinion is available on the ECB’s website.

ECB Opinion on the Polish minimum reserves regime

On 13 November 2007, at the request of the President of Narodowy Bank Polski, the Governing Council adopted an Opinion on amendments to the minimum reserves regime relating to the division of banks (CON/2007/34). The Opinion is available on the ECB’s website.

ECB Opinion on European statistics produced by Eurostat and the National Statistical Institutes

On 14 November 2007, at the request of the EU Council, the Governing Council adopted an Opinion on European statistics for the development, implementation, monitoring and evaluation of European Union policies (CON/2007/35). The Opinion will be published shortly in the Official Journal of the EU and on the ECB’s website.

ECB Opinion on the prevention of money laundering in Slovenia

On 15 November 2007, at the request of the Slovenian Office for money laundering prevention, the Governing Council adopted an Opinion on new tasks for Banka Slovenije relating to the prevention of money laundering (CON/2007/36). The Opinion is available on the ECB’s website.

ECB Opinion on Belgian securities legislation

On 19 November 2007, at the request of the Belgian Ministry of Finance, the Governing Council adopted an Opinion on the implementation of the abolition of bearer securities with respect to shares issued by the Nationale Bank van België/Banque Nationale de Belgique (CON/2007/37). The Opinion is available on the ECB’s website.

ECB Guideline on the ECB’s statistical reporting requirements in the field of quarterly financial accounts, incorporating derogations for Cyprus

On 15 November 2007 the Governing Council adopted a Guideline amending Guideline ECB/2002/7 on the statistical reporting requirements of the European Central Bank in the field of quarterly financial accounts, in order to include certain derogations for Cyprus (ECB/2007/13). The Guideline will be published shortly in the Official Journal of the EU and on the ECB’s website.

ECB Guideline on government finance statistics, incorporating derogations for Cyprus

On 15 November 2007 the Governing Council adopted a Guideline amending Guideline ECB/2005/5 on the statistical reporting requirements of the European Central Bank and the procedures for exchanging statistical information within the European System of Central Banks in the field of government finance statistics, in order to include certain derogations for Cyprus (ECB/2007/14). The Guideline will be published shortly in the Official Journal of the EU and on the ECB’s website.

Corporate Governance

Chairmanship of the Committee on Cost Methodology (COMCO)

On 8 November 2007 the Governing Council appointed, with immediate effect, Mr Wolfgang Duchatczek (Vice-Governor of the Oesterreichische Nationalbank) as the chairman of COMCO, a committee recently established in accordance with Article 9 of the ECB Rules of Procedure (ECB/2004/2). His term of office will expire on 31 August 2010 so as to coincide with the expiry of the terms of office of all Eurosystem/ESCB committee chairpersons and the Budget Committee chairman, who were (re)appointed by the Governing Council on 19 July 2007 for a three-year period.

ECB Recommendation on the external auditors of the Central Bank of Cyprus

On 15 November 2007 the Governing Council adopted a Recommendation to the EU Council on the external auditors of the Central Bank of Cyprus (ECB/2007/12). The Recommendation was published in the Official Journal of the EU on 20 November 2007 and is also available on the ECB’s website.
