Market Information Dissemination (MID)

We use a range of communication and information tools to explain our policies.

MID is a system that allows us to publish information and data which is structured and suitable for automatic processing. The system has been designed to be openly accessible.

MID offers:

  • dissemination of structured information
  • content integrity
  • source authenticity

MID content is available via RSS 2.0 feeds as well as SOAP-based web services.

Maintenance announcements around the available information in MID and the MID service are available via RSS 2.0 feeds as well as SOAP-based web services.

All information published via MID services is considered to be in the public domain.

How to subscribe to TARGET services’ RSS feeds

Information available via MID

As of April 2021, MID services provide information on the following:

  • monetary policy decisions
  • monetary developments in the euro area
  • euro foreign exchange rates
  • tender operation announcements
  • tender operation allotments
  • TARGET2 operational status messages
  • TARGET2-Securities operational status messages
  • TIPS operational status messages
  • liquidity data
  • the list of eligible assets
  • the list of monetary financial institutions (daily data)
  • daily publication of EURO-SHORT-TERM-RATE (€STR)
  • compounded €STR average rates and index

We will update this webpage if and when additional information becomes available via MID.

How to use MID

Compounded €STR average rates and index based on the euro short-term rate (€STR)

From 15 April 2021 the “Compounded_EURO-SHORT-TERM-RATE_Indicators” will be published at 09:15 CET on each TARGET2 business day.

The Compounded_EURO-SHORT-TERM-RATE_Indicators message consists of the following fields: “RATE”, “PUB_DATE”, “REF_DATE”, “AVERAGE_1W”, “AVERAGE_1M”, “AVERAGE_3M”, “AVERAGE_6M”, “AVERAGE_12M”, “INDEX_VALUE”, and “SIGNATURE_VALUE”. Conceptual descriptions for these fields are provided in the XSD schema below.

On the API specifications and template files you can find:

  • Compounded_EURO-SHORT-TERM-RATE_Indicators_MSG.xml (sample publication file)
  • COMPOUNDED_EURO_SHORT_TERM_RATE_MID_MESSAGE_BODY.xsd, XSD schema file that defines the publication format for the compounded €STR average rates and index

Update to the liquidity data schema

Change Description

We are adding a new data set message structure to the liquidity data schema for the Liquidity Management Publication RSS flow with the thematic tag “TwoTierSystem”.

Go-Live Date

This technical change is applicable as of 11 December 2020. The first publication using the thematic tag “TwoTierSystem” is expected to take place in the first half of January 2021.

Detailed Change Components Description

The “TwoTierSystem” message contains the fields “maintenancePeriod”, “startingOn”, “endingOn”, “exemptionAllowance”, “exemptedExcessReserves”, “nonExemptedExcessReserves”, “unusedAllowance”, and “twoTierSystemMultiplier”.

Please refer to the zip folder above entitled “API specifications and template files”, which contains:

  • a table showing the differences between the old schema (before 11 December 2020) and the new schema (from 11 December 2020 onwards)
  • the old schema file (before 11 December 2020)
  • the new schema file, including the new data set message structure with the “TwoTierSystem” tag
  • nine sample files using the new schema

The sample files were created using test data.

Each of the nine files will be published separately, although in the RSS they will have the same name (i.e. Liquidity Management Publication). The thematic tag inside the header of each file indicates the name of the file sent.

The liquidity data schema update was additionally announced in the MID maintenance RSS 2.0 feed. To receive automatic updates for all future changes linked to the liquidity data, please subscribe to the MID maintenance RSS feed. Chapter 6.3 of the guide contains additional information on how to specifically filter for updates for liquidity data only.

Update of the eligible marketable assests schema

Please note that as of 31 January 2020, the schema for the list of eligible marketable assets will change as follows:

  • the fields ISSUER_OTHER_NAME and GUARANTOR_OTHER_NAME will be removed from the file
  • the field OWN_USE_COVERED_BONDS will be removed from the file and replaced by a new field, POTENTIALLY_OWN_USABLE_COVERED_BOND, with allowable values "Y" or "N".

New release type – €STR

From 2 October 2019, the euro short-term rate (€STR) will be published at 08:00 CET on each TARGET2 business day. The €STR will be published on the ECB’s website, via the MID platform and through the ECB’s Statistical Data Warehouse.

To that end, a new MID release type has been created for the €STR, entitled “EURO-SHORT-TERM-RATEDailyPublication”.

Please refer to the “API specifications and template files” folder above, which contains:

  • an XSD schema file that defines the €STR publication format
  • a sample publication file that is consistent with the XSD schema above
  • a document describing the signature validation procedure for €STR releases

The sample file was created using test data. The certificate used for signing the sample file is not the one that will be used to publish the real data.
