Report on the public consultation on a digital euro

A digital euro can only be successful if it meets the needs of Europeans

We asked 18 questions to collect views on the benefits and challenges of issuing a digital euro and on its possible design. Our public consultation ran from 12 October 2020 until 12 January 2021.

The overview of the 8,221 responses is published in this report. It will provide important input for the Governing Council’s decision in mid-2021 about whether to launch a digital euro project to formally investigate its possible design and use.

Views of public consultation respondents

Privacy, security and the ability to pay across the euro area all matter

Privacy is considered the most important feature of a digital euro by both citizens and professionals. A digital euro should also be secure, cheap and easy to use throughout the euro area.

Integration with existing payment solutions is important

Licensed intermediaries should play a role in the provision of digital euro services. They would be best suited to provide innovative and efficient services, integrating them into existing banking and payment systems.

Cards, wallets and smartphones could provide cash-like features

All currently available hardware and software solutions could be adapted to use a digital euro and make payments similar to cash transactions, so long as they continue to do so safely and securely.

Overview of respondents

The ECB holds public consultations on a variety of topics, to increase transparency and give EU citizens, market participants and other stakeholders the opportunity to express their views on European matters and regulations.

Participation in public consultations is voluntary and reflects the personal and professional interests and views of the respondents. Although the sample of respondents is not meant to be statistically representative of the euro area population, the replies provide valuable input to the Eurosystem’s reflections on a digital euro.

  • 94% of the respondents identified themselves as citizens while 6% identified as professionals, with one third of the latter identifying themselves as tech companies.
  • Men accounted for 87% of respondents identifying as citizens.
  • Most contributions originated from three countries: 47% from Germany, 15% from Italy and 11% from France. Portugal, Spain, Austria, Belgium and the Netherlands provided between 1% and 5% of replies each, while the remaining Member States accounted for less than 1% each.
