ECB opens call for experts to participate in workstreams of the digital euro Rulebook Development Group (RDG)

18 March 2026

The ECB is seeking experts to participate in two workstreams to support the further development of the digital euro scheme rulebook and has issued corresponding calls to apply. The workstreams will report to the Rulebook Development Group (representing inter alia consumers, retailers, and PSPs). The digital euro scheme rulebook will establish a single set of rules, standards and procedures for the use of the digital euro across the euro area and its development is being supported by RDG workstreams focusing on specific topics across diverse domains and involving market participants and Eurosystem representatives. The Eurosystem is now inviting applications for positions in the following workstreams:

  • Workstream G5 on implementation specifications for ATM and terminal providers (call for experts): The main objective of this workstream is to review and develop proposals for the rulebook as regards to implementation specifications specifically for ATMs and payment terminals, including different communication technologies, offline digital euro integration and the reuse of existing standards. Expertise in the interfacing with or the provision of ATM and payment terminals is essential for participation.
  • Workstream B1 on certification and approval framework (renewed call for experts): The mandate of this workstream is to develop a proposal for testing and certification of payment and acceptance solutions as well as infrastructure used by PSPs within the digital euro ecosystem. Expertise in payments and acceptance devices is essential for this position.

Candidates who meet the eligibility criteria detailed in the calls for applications are invited submit their application including their CV via email to Digitaleuro-scheme-rulebook@ecb.europa.eu by Friday, 10 April 2026. Where applicable, a letter of support from a current RDG Member would be appreciated.

The draft rulebook currently being developed will be sufficiently flexible to accommodate any future adjustments and will be updated in accordance with the outcome of the digital euro legislative process. A possible decision by the ECB’s Governing Council to issue a digital euro would only be taken after the legislative act has been adopted.
