ECB workshop on fiscal policy and climate change

The European Central Bank (ECB) is organising a one-day workshop on fiscal policy and climate change, which will take place on 20 September 2022 in Frankfurt am Main (Germany) in a hybrid form (on-line and in-person participation).

Addressing climate change is a global challenge and a priority for the European Union. Within its mandate, the ECB has made a strong commitment in helping address climate change because, among other factors, climate risks can affect price stability. At the same time, governments are primarily responsible for climate policy and have the most effective tools to address climate change, including through fiscal policy. The purpose of this workshop is to discuss how fiscal policy can effectively mitigate climate change, to examine how climate change is impacting public finances, and to investigate the role of interactions between monetary and fiscal policies in this context.

Topics

Theoretical and empirical macroeconomic papers on the following topics are particularly welcome:

  • Mitigating climate change through carbon taxation and emission trading schemes, including possible distributional implications
  • The use of green budgeting to achieve climate goals
  • The role of green public bonds
  • How green subsidies and green public investments can help addressing climate change – is there a case for green fiscal rules?
  • The interlinkages between fiscal policy, monetary policy and climate change considerations
  • The impact of climate risks on the long-term sustainability assessment of public finances
  • The inclusion of measures, damages and risks related to climate change in fiscal projections

However, the scope of the conference is wider than the topics listed above, and submissions on other related topics are also encouraged. The conference material will be published on the ECB’s website.

Submissions

Deadline for submission: 20 June 2022

Please submit papers in PDF format to FiscalPolicy-ClimateChange@ecb.europa.eu by 20 June 2022. Authors will be notified if their papers have been accepted by 15 July 2022.

Expenses

Travel and accommodation expenses of presenting authors and discussants, which will attend in-person at the ECB premises, will be covered by the ECB. Participants from central banks and other official institutions will be expected to cover their own expenses.
