Amendment of the list of agencies eligible for participation in the PSPP

On 15 April 2015 the Governing Council approved amendments to the initial list of agencies located in the euro area issuing securities that are eligible for the PSPP. The list is available on the ECB’s website.

Payment systems and market infrastructure

Ad hoc assessment of a link against the standards for the use of securities settlement systems in Eurosystem credit operations

On 27 March 2015 the Governing Council approved the direct link from Euroclear Bank to Euroclear Finland as eligible for use in Eurosystem credit operations. The comprehensive list of all eligible links is available on the ECB’s website.

ECB Guideline amending Guideline ECB/2012/27 on a Trans-European Automated Real-time Gross settlement Express Transfer system (TARGET2)

On 2 April 2015 the Governing Council adopted Guideline ECB/2015/15 amending Guideline ECB/2012/27 on a Trans-European Automated Real-time Gross settlement Express Transfer system (TARGET2).

ECB Opinion on the legal framework for Narodowy Bank Polski

On 10 March 2015 the Governing Council adopted Opinion CON/2015/9 at the request of the Polish Ministry of Finance.

ECB Opinion on a proposal for a regulation of the European Parliament and the Council on harmonised indices of consumer prices and repealing Regulation (EC) No 2494/95

On 13 March 2015 the Governing Council adopted Opinion CON/2015/10 at the request of the European Parliament.

ECB Opinion on the legal framework for covered bonds and mortgage banks in Poland

On 20 March 2015 the Governing Council adopted Opinion CON/2015/11 at the request of the Polish Ministry of Finance.

ECB Opinion on the credit mediator legal framework in Portugal

On 24 March 2015 the Governing Council adopted Opinion CON/2015/12 at the request of the Portuguese Ministry of Finance.

ECB Opinion on the reform of popolari banks in Italy

On 25 March 2015 the Governing Council adopted Opinion CON/2015/13 at the request of the Italian Ministry of Economy and Finance.

ECB Opinion on the prohibition of the auction of primary residences in Greece

On 10 April 2015 the Governing Council adopted Opinion CON/2015/14 at the request of the Greek Ministry of Economy, Infrastructure, Maritime Affairs and Tourism.

Statistics

2014 statistical quality report

On 20 March 2015 the Governing Council approved the annual assessment of the availability and standard of quality of the various kinds of statistics that are compiled by the Eurosystem on the basis of an ECB legal act. It also authorised the publication of the 2014 quality report on euro area monetary and financial statistics. The report, produced in accordance with the ECB’s Statistics Quality Framework, will be published on the ECB’s website.

List of first wave of reporting agents classified under Regulation ECB/2014/48

On 25 March 2015 the Governing Council approved the list of the first wave of reporting agents classified as such under Article 2(2) of Regulation ECB/2014/48 concerning statistics on the money markets, which entered into force on 1 January 2015. The list of the selected reporting agents will be published on the ECB’s website.

ECB Recommendation to the Council of the European Union on the external auditors of the Deutsche Bundesbank

On 27 March 2015 the Governing Council adopted Recommendation ECB/2015/14 to the Council of the European Union on the external auditors of the Deutsche Bundesbank. The Recommendation will be published in the Official Journal of the European Union and on the ECB’s website.

Banking supervision

Annual Report on supervisory activities

On 24 March 2015 the Governing Council adopted the ECB Annual Report on supervisory activities and authorised its transmission to the European Parliament, the Council, the Eurogroup, the European Commission and the national parliaments of the participating Member States. The report is available on the ECB’s website.

Decision on significance of DePfa Bank plc

On 20 March 2015 the Governing Council decided not to object to a proposal of the Supervisory Board to consider DePfa Bank plc as a less significant institution, in accordance with Article 6(4) of Council Regulation (EU) No 1024/2013 of 15 October 2013 conferring specific tasks on the European Central Bank concerning policies relating to the prudential supervision of credit institutions and Articles 70 and 71 of Regulation ECB/2014/17 establishing the framework for cooperation within the Single Supervisory Mechanism between the European Central Bank and national competent authorities and with national designated authorities (SSM Framework Regulation).

Decision on public access to ECB documents in the possession of the national competent authorities

On 27 March the Governing Council adopted Decision ECB/2015/16 on public access to European Central Bank documents in the possession of the national competent authorities, which establishes a framework for such requests and complements the regime for public access to ECB documents laid down in Decision ECB/2004/3.

ECB Decision on the total amount of annual supervisory fees for the first fee period and for 2015

On 10 April the Governing Council adopted Decision ECB/2015/17 on the total amount of annual supervisory fees for the first fee period and for 2015. The total amount of estimated annual expenditure for 2015 to be recovered via supervisory fees amounts to EUR 296.0 million, which together with the actual expenditure of EUR 30.0 million for the last two months of 2014 results in total fees of EUR 326.0 million to be levied.
