A first planning has been delivered by the 4CB colleagues for the HLBRs that will be produced in 2009 and 2010. The invitations for the HLBR-teleconferences have been subsequently launched. A 4CB representative will update the SGMS about the delivery schedule of the schema files in 2010 as well as subsequent steps highlighted in the provided timeline
Further to the comments collected in written form and on the occasion of teleconferences, the sub-group will be invited to finally approve HLBRs.
The SGMS will be asked to take a final conclusion on the information to be transmitted / reported concerning the parties and references in settlement instructions and status advice. The last version was distributed for comments on 10 November (deadline 3 Dec.). The document was supplemented with definitions for T2S, developed in consistency with available definitions from ISO. The group will be invited to comment them.
Further to AG approval on the principal of delta reports, the SG URM was to come with recommendations on the actual reports for which deltas are necessary. The SG will be updated on the conclusions.
In its meeting on 2 Nov. 09, the PESG decided to allow the modification of the settlement instructions only on the non-matching fields until settlement occurs (http://www.ecb.europa.eu/paym/t2s/progress/subeffic/html/mtg10.en.html ). The SG will be invited to express their view on the topic considering that two messages can fulfil very similar function, namely sese.030 (Processing Command, existing standard) and sese.038 (Replacement message, under development).
The sub-group will be invited to discuss the addition to the HLGA of two new messages for Eligible Counterpart CSD and Eligibility for Parties and Securities Account.
As requested in the previous meeting, the SGMS will be provided with proposed presentation of T2S for the MWG.
A teleconference was held by Eurosystem, market participants and SWIFT Standards on 27 October, on the impact the change requests input for T2S may have on existing cash standards, an on T2 users in particular. The minutes of this meeting will be provided. The members of the SG will be invited to exchange views on the way forward.
